Abstract

In the presence of risk and uncertainty, measures such as poverty rates are inadequate to analyze the well-being of poor households. The poor are not only concerned about the current low levels of their income or consumption, but also the likelihood of experiencing stressful declines in these levels in the future. Risks to livelihood are particularly important in rural areas where there is generally high dependence on agriculture and the environment. In this study, the author analyzes the nature, extent, and causes of rural vulnerability in Serbia using panel national household data from the 2002 and 2003 Serbia Living Standard Surveys. He measures rural vulnerability as a function of nonstochastic determinants of poverty as well as exposure to risk. While low levels of consumption (poverty) explain about 70 percent of vulnerability, the author identifies risk and uncertainty as crucial dimensions of rural life in accounting for the remaining 30 percent of household vulnerability. Households and regions with a greater share of their livelihood depending on agricultural activities are more at risk of vulnerability than those with a significantly higher share of their income coming from nonagricultural sources. Dependence on agricultural income is directly associated with higher aggregate risk, underscoring the agricultural sector's lopsided exposure to covariate shocks in general, and the negative impact of the 2003 drought in particular. Rural vulnerability to poverty and risk is also strongly associated with asset ownership and access to markets to mobilize them in time of need.

Abstract

"Oil is not new to Saskatchewan. Many of the wells found on farmland across the province date back to the 1950s when the industry began to spread. But there is little doubt that the recent boom (2006-2014) and subsequent downturn in unconventional oil production has reshaped rural lives and landscapes. While many small towns were suffering from depopulation and decline, others reoriented themselves around a booming oil industry. In place of the abandoned houses and shuttered shops found in many small towns in Saskatchewan, housing developments sprang up with new trucks and boats parked in driveways. Yet people in oil-producing areas also lived amid flare stacks that made them ill, had trouble finding housing due to vacancy rates that were among the lowest in the country, suffered through family breakdown because of long working hours and time spent away from home, and endured spills and leaks that contaminated their land. In the summer of 2014, at the height of the boom, geographer Emily Eaton and photographer Valerie Zink travelled to oil towns across the province, from the sea-can motel built from shipping containers on the outskirts of Estevan to seismic testing sites on Thunderchild First Nation's Sundance grounds."--

Abstract

Whereas most writing on the Communist Revolution in China has concentrated on the influence of intellectual leaders, this book examines the role of peasants in the upheaval, viewing them not as a malleable mass but as a dynamic social force interacting with the radical intelligentsia. Focusing on the Xinjiang region, Kamal Sheel traces the historical roots of the early twentieth-century agrarian crisis that led to a large-scale revolution in the late 1920s, one of the most successful peasant movements organized by the Chinese Communists. A fresh analysis emerges of the remarkable Marxist intellectual Fang Zhimin, who used his deeply entrenched rural connections to organize the movement through a creative synthesis of traditional folk concepts with modern Marxist thought. This history begins with the impact of the Taiping Rebellion and proceeds to document the rapid disintegration of the small peasant economy under the pressures of world economics, a "state in crisis," and a qualitatively different landed upper class. It discusses exploitation, protest, and rural uprisings in the context of the "crisis of paternalism," marked by a progressive deterioration in the social relationships in rural areas. Abstract

Using examples from different historical contexts, this book examines the relationship between class, nationalism, modernity and the agrarian myth. Essentializing rural identity, traditional culture and quotidian resistance, both aristocratic/plebeian and pastoral/Darwinian forms of agrarian myth discourse inform struggles waged 'from above' and 'from below', surfacing in peasant movements, film and travel writing. Film depictions of royalty, landowner and colonizer as disempowered, ‘ordinary’ or well-disposed towards ‘those below’, whose interests they share, underwrite populism and nationalism. Although these ideologies replaced the cosmopolitanism of the Grand Tour, twentieth century travel literature continued to reflect a fear of vanishing rural ‘otherness’ abroad, combined with the arrival there of the mass tourist, the plebeian from home.

Abstract

In 1949, Romania's fledgling communist regime unleashed a radical and brutal campaign to collectivize agriculture in this largely agrarian country, following the Soviet model. Peasants under Siege provides the first comprehensive look at the far-reaching social engineering process that ensued. Gail Kligman and Katherine Verdery examine how collectivization assaulted the very foundations of rural life, transforming village communities that were organized around kinship and status hierarchies into segments of large bureaucratic organizations, forged by the language of "class warfare" yet saturated with vindictive personal struggles. Collectivization not only overturned property relations, the authors argue, but was crucial in creating the Party-state that emerged, its mechanisms of rule, and the "new persons" that were its subjects. The book explores how ill-prepared cadres, themselves unconvinced of collectivization's promises, implemented technologies and pedagogies imported from the Soviet Union through actions that contributed to the excessive use of force, which Party leaders were often unable to control. In addition, the authors show how local responses to the Party's initiatives compelled the regime to modify its plans and negotiate outcomes. Drawing on archival documents, oral histories, and ethnographic data, Peasants under Siege sheds new light on collectivization in the Soviet era and on the complex tensions underlying and constraining political authority.
